It seems unfair that any Rifter must be accounted for by the rest of us simply because they're Rifters. Or rather, that they may go about and do whatever they please without any care for how to reflects on the rest of the Gallows and we can do nothing to stop them without being accused of all sorts of terrible things.

I imagine no one would take very kindly to being told they must join in Riftwach's work or else be confined to the Gallows indefinitely so as not to embarrass or endanger the whole company.
